A man who charged at New York City police officers while swinging a hatchet was shot and killed Thursday afternoon after he struck two officers, including one in the head, Commissioner William Bratton said. A 29-year-old woman who was a half block from the scene was accidentally shot and seriously injured during the incident, which took place along a busy commercial stretch in the Jamaica section of Queens, Mr. Bratton said.

Finding a long-term solution to congestion and delays at the Port Authority Bus Terminal in Manhattan is going to be more complicated, now that that the agency's bid for a $230 million federal grant has been rejected, the Port Authority chairman said on Wednesday. But Chairman John Degnan said the agency is still committed to either replacing or upgrading the aging and cramped facility, which has been the subject of recent criticism from transit advocates, New Jersey politicians, and commuters.
