The Senate Education and Health Committee passed a bill Monday submitted by Republican Sen. Richard Black of Loudoun County that would require any employee of a state college or university who learns of such an allegation to report it to a local law-enforcement agency within 24 hours. Failure to do so would be a misdemeanor.

Loudoun County Sheriff's Office arrested a Sterling man on Thursday in a murder-for-hire plot after he allegedly solicited a man to kill his ex-wife. Dallas W. Brumback Jr., 35, was apprehended without incident in the 100 block of Edds Lane in Sterling and charged with attempted capital murder, according to a statement from the Loudoun County Sheriff's Office.
